New Brunswick PNP EOI query

In the EOI form (from http://www.welcomenb.ca/content/wel-bien/en/immigrating_and_settling/how_to_immigrate/new_brunswick_provincialnomineeprogram/New_Brunswick_express_entry.html), it has been mentioned that CLB level should be as below -

CLB 9+
CLB 8+
CLB 7+

This means only 7+ (for example 8 or 9 or 10) OR 7/7+ is considered?

Though the EOI form says so, please refer to the Application guide and it says the following

Below CLB Level 7 - Not eligible to apply
CLB Level 7 - 4 in each domain
CLB LEVEL 8 - 5 for each domain
CLB Level 9 or higher - 6 points for each domain
