new bill C-6 on USA permanent resident

I recently graduated, June 2017 from college in the BC area of Canada. Do I still need the language test in view of the new bill c-6 passed recently?

C-6 deals with Citizenship. For Express Entry/Permanent Residency, everyone has to take the language test.
