New BC health card?

I have a few questions about getting a new BC health card after landing that I'm hoping someone can answer. I already have a card from my TWP job. Now that I have landed, I'm assuming I have to get a new card.

Do I have to wait until I get my PR card or can I do it right after I get my new SIN?

If I can do it before getting the PR card and after getting the new SIN, do I need to do this in person? I'm thinking that I do. Where's the best place place to do it in Vancouver? the Sinclair building?

I'm half way through this process, but hopefully this should help.

I called up BC Health and they told me to mail a copy of my CoPR to their office in Victoria. I did this with an accompanying letter saying that I wished to update my records with them as I was now a permanent resident. About a month later I received a letter back from them saying that as soon as I received my PR Card I should go into any ICBC office and show my card, and they will then process me for a photo ID health card. I'm still waiting for that last step, but I think that's all you need to do.
