Needed Help for Qubec migration

Dear All......
I waited for to apply in the new list of July 2012 (1122 Professional Occupations in Business Services to Management, Ielts Band 6.5)
but now the new changes in migration rules, I have to wait for new list.

I have some queries abt Qubec migration
1) Can I apply Qubec migration now?
2) There is any changes in qubec migraion process 2012
3) once I reach ther ( through Qubec migration ) can I move to some other cities
