Hi there,

I visited Canada on a Visitor Visa(TRV) between May and August 2011 for different cities as my summer vacation.

Today, as a part of FSW application process, I received an email from Canadian immigration service and asks me "Have you ever resided in Canada?"

What's my answer shall be? YES or NO? Does visit different cities over a summer counts for reside in Canada?

You got an email enquiry and are expected to reply with an email right? If so, you can answer "yes" and explain the exact dates and purpose of your stay in Canada during your visit. I feel this is a safe way of answering this question.

Here is the Meaning of resident

1.5 The term resident is not defined in the Act, however, its meaning has been considered by the Courts. The leading decision on the meaning of resident is Thomson v Minister of National Revenue, [1946] SCR 209, 2 DTC 812. In this decision, Rand J. of Supreme Court of Canada held residence to be "a matter of the degree to which a person in mind and fact settles into or maintains or centralizes his ordinary mode of living with its accessories in social relations, interests and conveniences at or in the place in question."

I don't know whether we can also use that concept to immigration and understand the question for "Have you ever resided in Canada?"
