I think this would only be possible if you were visa exempt. But it looks like you're from India (i.e. non-visa exempt passport holder) - so no, I don't think this is possible for you. You have to wait for the restoration.

Here's what CIC says about applying at the border.

Most foreign workers must apply for a work permit outside of Canada. However, you may apply for a permit when you arrive at a port of entry in Canada if:

•you are from the U.S., Greenland or St. Pierre and Miquelon;
•you do not need a temporary resident visa (TRV) to visit Canada and your job does not need a labour market opinion from HRSDC;
•you will not be working as a live-in caregiver or as a seasonal agricultural worker;
•you do not need a TRV to visit Canada, your job requires you to have an HRSDC labour market opinion and it has been issued by the time you arrive.

http://www.cic.gc.ca/english/resources/publications/work-temp.asp

Some non-visa exempt people from this forum have been successful obtaining work permits at the border. However they have all held valid multiple-entry visas to Canada. You have no status in Canada. Again, I don't think going to the border is an option for you. You'll have to wait.

Tarak,
Restoration of status is a complex process..so dont take risk to go to port of entry or border..because if they reject you..where would u end up?..so wait...till u get ur wp..
