Need Urgent Advice on Reference Letter from Employer who is not giving it on company letterhead

I am from India & I received ITA on Nov 28. I asked my current employer HR to provide me the required reference letter. But HR simply denied my request by keeping my manager in cc. Now, I discussed with my manager as well. My manager was ready to sign on affidavit/notary paper with my duties and all the required details. But now, HR sent me email by denying my request so my manager told me that he also cannot sign on the paper as HR has denied my request by keeping him in cc. But, my manager had given me suggestion that whatever I can receive from HR like DOJ, Designation, Salary letter, collect those letters and then on top of that you can do notary your selves by giving your name only (self attested kind of) and in that notary paper if I want to mention my manager's name, number or etc that I can mention and my manager is not having issues if Canadian government can contact him in this case. But he is not ready to sign on any legal document now.

Could you please suggest what should I do? Should I go with my manger's suggestion? Will it be allowed by Canadian government?

Is there any other alternatives for this? My Role is Lead Engineer in my company. Can I get referral letter signed it by Senior Lead Engineer?
