Need To Prove Income for Sponsorship of Spouse and a Child?

I am a PR living in BC and do not currently meet the RO requirement. I returned to Canada in last April and plan to sponsor my wife and our 10 years old boy both living in a visa-exempt country now.

What will be the income requirement? Will that income be Total Income or Net Income?

I thought I need to provide some proofs but now it seems like I don't need to as according to the guide below. I am confused!?
In the 5525 - Basic guide Sponsor your spouse, partner or child, under section Eligibility > Who can become a sponsor > You can become a sponsor if you are:
  • a Canadian ... or permanent resident
    at least 18 years old
    living in Canada: ...
If you live in Quebec, ...
able to prove that you have enough income to provide basic needs for your spouse or partner's dependent children. You must submit documents showing your financial resources for the past 12 months ONLY IF the spouse or partner you are sponsoring has a GRANDCHILD who is coming with them (see subsection ...)

We only has one 10 years old child!

You can't sponsor your family until you once again meet the RO.

There is no minimum income requirement. You must show that you can support yourselves in Canada without welfare.

If you attempt to sponsor your family while you don't meet the RO, first they will reject the application, and then they will revoke your own PR status.

You must wait until you're back in compliance with the RO before you can attempt to sponsor anyone. So if you returned to Canada April 2016 after a long absence, then earliest you could sponsor is after April 2018. Until then you must stay in Canada and can't leave until you're back in compliance with RO.

You can't sponsor them. Your application will be rejected and your PR status will be revoked.

Wait until you meet the RO and then send the application. And you only need to prove that you can support yourself without welfare.

Good luck..

Thanks canuck_in_uk, Rob_TO and ama25!

I will certainly apply in the summer of 2018.

I have retired (or unemployed if I fill the IMM1283E Financial Evaluation form today). In 2016, I received $40k of Canadian stock dividend and CAD$5k of foreign bank interest. My total passive income should be enough to support my family with a worse case of selling stocks. However if it is not good to fill "unemployed" in form such as IMM1283E, I should perhaps start looking for a job now. Any advice?

You are not required to be employed. Include a letter of explanation about your other income.

If I have no plan to leave Canada for next 4 years, should I just sponsor my family using my IMM1000 instead of doing both the sponsor and my first PR Card application at the same time in 2018? Does it matter?

Not sure what you mean by "using my IMM1000". And what do you mean by "first PR card application"? You mean your first renewal?

The app specifically requests a PR card, either valid or expired. If you never had a PR card, you can try applying with your Record of Landing and a letter explaining the situation. I would think that IRCC would have to accept that, as it isn't actually mandatory to have a PR card.

My original plan is to first renew my expired PR card so that my PR status is fully restored and then I realized that it may take a very long time just for the renewal. Therefore, I should also do the sponsor while doing the renewal. But my friend thinks that I should use my IMM1000 (Confirmation of Permanent Residence) for the sponsor first and do not renew my PR card at all because I have no plan to travel and the PR card renewal might has impact to the sponsorship application.
