I am planning to submit my PR application using written submission for Language proficiency. Anybody knows if the application get rejected because of less point scored in Language skill then can I re-apply using the IELTS score ? Does CIC allow person to apply more than once
for FSW.

Yes, you can apply more than once. That is as long as the rules haven't changed in the meantime and you find that you don't qualify any more.

You will not be denied unless your English is estimated so low that your total goes below 67 points.

I would still recommend taking the IELTS. You are willing to risk months of waiting and losing your processing fees just to avoid IELTS? It can't be that bad to just take it.
 
i agree with Leon on that one,you should take the IELTS,better be safe than sorry.
