Only a limited number of parent applications are accepted per year. The cap for this year has already been reached. So the earliest you could apply (if you qualify) is January of next year.
To qualify to apply in January 2017, you will need to provide Canadian tax returns for the years 2015, 2014 and 2013 demonstrating that you have made enough income from Canadian sources to meet the low income cut off.
If you only recently arrive in Canada and haven't worked three full years yet or filed three tax returns - then you will have to wait.
