In order to apply for a work permit, you need a full time job offer from an employer in Canada. That employer also has to obtain an approved LMIA before you can apply for a work permit. Do you have a job offer in Canada and has your employer obtain an approved LMIA?

It doesn't matter that you don't need a visa to come to Canada. You still need a job in Canada to qualify for a work permit.

The only reason why you would not need a job in Canada to qualify for a work permit would be if you fit a very specific criteria like: you have a spouse who is attending school as a foreign worker in Canada, you have completed at least 8 months of full time studies in Canada, your spouse is Canadian and has sponsored you for PR and you have first stage approval, etc.
