what about new changes in the catagories,,,or any other change in the system? ? ? ?

1) i came to know that may fierst week onwards changes will be applied in 38 occs list ,,,,

2)without IELTS can we still send case to CIO or do we have to have IELTS before now

yes you can, but it will be gud if you will take ielts so you
know how much points you are getting and you are eligible or not

The consultations will help develop instructions to immigration officers on which economic immigration applications are eligible for processing. This means that there may be a change to the list of 38 occupations listed in MI but when and what is only wild goose chase. So no confirmation for 1st May

2.) NO not for initial stage when you apply to CIO. But when you apply for Visa office and if you chose not to submit the IELTS result but to submit a written assesment which VISA officer does not rate high then you will not get a second chance to prove your proficiency. Check the following thread
