Need Quick: signature of Conf. of Perm Residence by immigration

My Conf. of Perm Res. says "Valid to 2017/09/01". I did not realize it expired so soon! I have already tried to get it signed at the Niagra Falls Rainbow Bridge but the border guard said the office would not accept immigrants for signatures after 7:30 am! (something about it being too crowded).

HAS anybody had their Conf of Perm Residence signed successfully at any of the border crossings along the Buffalo/Niagra/Lewiston region?
