I know that cooks NOC 6322 can not apply under Canadian experience class as of now....
Is this rule permanent or will this change after October 31, 2014
what I mean is can cooks also apply for PR under CEC after October 31, 2014

There is no such guarantee that its gonna stay same or its gonna change in future. Its better don't wait for rules to change or category to open. Just proceed with alternative if you have any.
