Need inputs for ICT from India

Hi guys,

Below is my scenario and need an expert advise here.
My company is about to file an ICT WP for me and Open WP for my wife from India. Below are the questions i have
1. How do i know if i am eligible for the 2 week priority processing, to speed up the things? If i qualify, will there be any problem going this route?
2. Once i get the WP, i will be travelling to Ontario. Can i use this offer letter to go for Ontario PNP? How can i get that PNP? Can i apply from India?
3. I have already started my EE profile and currently stand at 395. Can i use the ICT offer letter to add few points to my list?
4. How much is the wait for ICT WP from India?

Others can comment as I am certainly not an expert but how can an ICT letter be considered a job offer for PR purposes given it is an application supporting a temporary closed work permit . I would expect you would need a job offer letter indicating the job was on a potential permenant basis and not a temporary position/ assignment with an end date when you would return to the same company in your home country.
