Need Information regarding New Express Entry

What's the difference between current system and the New Express Entry system which is going to be launched in January 2015 ?

As there are CAPs for all Jobs in the current system, So when do they reset this number ? What's there Fiscal Year of working ?

Current system is basically all paper works and lots of time is wasted in this process.People are sending the packages and no body knows whether it will get rejected or not.
Express entry is an online system where anyone can post the details and based on the review,CIC will send the invitation letter if u r eligible.
Then only you can send across the documents.

But will there be any difference in the number of applications being accepted. Which currently is 1000 per Job category.
Does CIC's 1000 applications will be applicable from May 2014 - April 2015 ?
