Need information on residency obligation of provinces

Can anyone please let me know, If an applicant receives nomination from PEI and gets PR too. Is is obligatory to reside in PEI or he can moved to other provinces?

As a Canadian PR, one is free to stay anywhere within Canada.

But since they ask us to fill schedule 4, which states and I quote, " I declare that my family members and I intend to live in the Province that nominated me", means that we are bound by this in a way. Now, what they would do if you decide to break this bond, I cannot answer.

But out of courtesy, I would personally stay in the province that nominated me. I was very clear on the province I wanted to stay and luckily for me, they invited me.

Does it say what the penalty is if you violate this 'Schedule 4' signed declaration?

Asking one to sign an 'intention to stay' document isn't a Constitutional violation by itself. Trying to legally enforce such a condition on a PR/citizen is.

Yes, you can stay wherever you want. You are filling out Schedule 4 to show your intentions.
They can not legally do anything if you move.

I think you should stay where you get nominated.
