Need help with TRV for person from Thailand coming to Canada

Ok, Here's the situation. I have two friends, one in Thailand and one, a permanent resident of Canada.
My friend in Canada wants to have his Thai girlfriend come to Canada on a TVR for six months. During that time they want to get married.
I have been told by the CIC that she can come to Canada on the TVR, get married, then apply for her PR status. During the processing time, approx 12 - 18 mths, she can continually renew her visitor status until she gets her PR.
This all seems easier than my friend in Canada applying for Sponsorship for his conjugal partner to come to Canada.
Am I missing something here?
Anyone have any idea which is the easier process to follow.

1. Last things first, it is unlikely that a conjugal sponsorship would fly if there is no barrier for them to marry or him to live with her for a year in C/law relationship.
2. You have the steps right, but her getting a TRV (visitor visa) will be the hard part, as her intention is to remain permanently not visit.

Re: 1: there is a barrier for them to marry. He lives in Canada and she lives in Thailand. They cannot live together in c/law.
2: this seems to be the best option for them, but when she comes to Canada she will not mention to the IO anything about getting married.
People get married all the time, right? Not always planned.

And what is stopping them from living together in Thailand? or Marrying?

He lives and works in Canada and is currently in the process of getting his Canadian Citizenship. He would not be able to afford to go back to Thailand to marry her so he thinks it would be better to have her come to Canada and do it over here.
