Need help with IMM 5406 (Additional family infor)

hi,
I need help with IMM 5406,as i am planning to sponsor my parents PGP 16. I wanted to know who fills out this form , as on the instruction guide its says principal applicant, his/her spouse and dependent child.

the question is my brother who is 30 years old and already in canada as a Permanent Resident, does he needs to fill out the form. kind of confused.

please advice me on this one my dad mom and DOES MY BROTHER WHO IS A PR OF CANADA DOES HE NEEDS TO FILL OUT OR NOT ?

Besides the fact that he is already a PR, he is 12 years older than the dependent child age cut-off.....

same situation , so does he fill out the form or not besides the fact he is PR and bigger than the dependent age ?

I don't think he needs to fill it out. First, he is already in Canada and second, he is not considered a dependent child (should be 19 and below).
