Need help with commercial invoice for sending passport from USA using FedEx

Hi folks, I got passport request letter yesterday and I created a shipment using FedEx ship manager. I saw the commercial invoice requirement on request letter but my shipment doesn't generate one, and when I shipped my package today at FedEx, the staff told me I don't need a commercial invoice.

But I just noticed that the commercial invoice isn't generated because the feature isn't available in the new FedEx ship manager (avoid this tool!). I tried going back to the old version because it has the "prepare custom document" button, but I couldn't see the shipment in the history - it's only available in the new delivery manager. So I'm basically stuck and going to call FedEx.

Did someone also miss the commercial invoice in the package? Are you able to get the passport back or CPC will email to request commercial invoice? If it's required, how should I send over the document?

CPC will contact you and ask for commercial invoice. Just wait

CPC emailed me too but i am confused why we have to do that, it is only a document, not anything commercial, there is no sale, no value to a passport.

when i fill the form there are questions I do not understand how to fill, who is the exporter? Consignee? And what do I know about the exporter’s tax id?
