In that case you are right - you cannot sponsor her.
She can try applying for a TRV (visitor visa). She will need to show strong ties to her home country in order to be approved. However even if she comes here on a TRV and you get married, this doesn't allow her to stay. So if you want her to stay in Canada, she will need to find a way to qualify to stay. The fact you can't sponsor her and that she doesn't have any skills is going to make things quite a bit more difficult.
She may want to take some courses in her home country to acquire some kind of skills before trying to come here.
She should start taking some courses or apprenticeship in an occupation that is in high demand in Canada, such as skilled trades or healthcare, then immigrate as a skilled worker.

Plan of applying for TRV for her I believe has a slim chance., however if she will have some education like care giver to some accredited Canadian school in the Philippines will help future plan of bringing her.
While she's doing that start looking for possible employer for her. Also, if your location is a French community, let her study French to better equipped her.
