Need help, Visa Application inside or outside Canada

Hi All,

I have applied work permit and still waiting for the decision. But I have planned to travel back to my hometown for a month. It seems impossible to get work permit before my leaving and my Visa has expired. My questions is: Can I apply Visa online inside Canada? The online system say this is for resident of Canada. I have stayed here for three years, not sure if this is treated as resident of Canada for CIC.

1. If you don't have a valid work permit or study permit, you can't apply for a TRV in Canada, you have to apply at overseas office.
