Need help to proof of permanent residents when registering all benefits

Hello,

I am immigrating to St. John's, Newfoundland in two days. After discussing with my husband and with my first landing, it would be a hard time for me to have things registered under my name as they need to see the proof of residential address. With my husband's time limit (2 weeks with me before he leaves for his overseas job), he thinks he will register and settle up many things under his name (He is from Ontario, but we both want to settle down in St. John's due to his work) such as phone/internet bill, joint bank account and apartment lease rental. All those things need to be done prior to my personal documents such as SIN card, Health card, Driving License, ESL/College, etc.

Most of my own documents registered for benefits in Canada needs to show I have residential address in St. John's, Newfoundland so that they can proceed with my request such as Health card, Driving License and education. If my husband registers those documents under his name, I have to wait for PR card delivered to me firstly prior to my own documents registered (I will have my PR card sent to his company in St. John's which will take 1-1.5 months). My concerns are I want to study and work part-time as soon as possible and those benefits are necessary for a newcomer. The more I can get SIN, Health, Driving License cards, the quicker I will be able to do all those things myself but I am stuck with my husband's decision and the residential/our permanent address. Could you please advise?
