Quebec immigration program is ONLY for people who intend to settle there!
Having said that and, as someone pointed out on these forums, the Permanent Resident (PR) visa is issued by the Canadian govt, so one may live anywhere after arriving in Quebec. I am personally not sure about it and do not recommend it. But for sure, such intent from Quebec applicants will not be welcomed by the concerned authorities.
Furthermore, during the Quebec interview for CSQ (Certificat de Selection du Quebec), you must prove to the Visa Officer (VO) that you intend to stay and settle in Quebec for good. One important thing to keep in mind is that FRENCH is the official language in Quebec, so one must learn French. This is also a way to prove your intentions to stay in Quebec.
Btw, why are you not so enthusiastic about Quebec? It's called La Belle Province (The Beautiful Province) of Canada.
