Need help regarding PNE or job offer arrangement for my brother

I am permanent resident of British Columbia since 4 years and next year i will get passport.
I need help regarding PNE or job offer arrangement for my brother.
My brother is 31 Year old married man and no kids; he had done double master (16 year) one in economics & other in Education. He is working in Pakistan police in officer ranking.
His wife is qualified ACMA(Pakistan) (Associated Cost Management Accountant as well as CIMA (UK) in final stage.
Which province is best for easily sponsor my brother under PNE .Currently I am leaving in Vancouver(B.C).Which province I need to move how long I need to stay there?
Can I sponsor his wife case as under PNE a principle because she is more qualified then me .she did ACMA (Associated Cost Management Accountant as well as CIMA (UK) in final stage

Well you need to move to Manitoba & after your 1 year stay over there, you'll be eligible to sponsor your relative under there MPNP. Manitoba has the most simplest & fastest nomination program these days.

Your brother's wife can be a principle applicant too & she will come under close relative stream which is a priority stream. She'll apply online & she'll be able to get nomination letter within 4-5 months & afterwards she'll apply to CIO, Nova Scotia for her permanent residence application.

Undoubtedly Manitoba is the fastest. Sask. And Alberta reqire job offer even for ur family member to be sponsored. Manitoba still doesn't.
