If you withdraw a refugee claim you set in motion the removal process from Canada.

You may not make more than one refugee claim in Canada. If you withdraw a claim and it is accepted and you then seek to have the claim re-opened the immigration and refugee board must be contacted with the request to re-open the claim. It is their decision whether they will accept the reason provided to allow the claim to proceed.
