Need help ...no application on file proof

Hi Everyone,

I am from India. I got admission in St clair college and paid 1 year fees, but due to personal problem I have decided not to Canada and apply for refund. However St clair college asking, "Please note that students who choose not to apply for a visa from the Canadian Embassy after receiving a letter of admission may be required to provide proof that no active application is on file with the Canadian Embassy."
Dose anyone know if Embassy in Delhi will provide such proof that no active application on file?

I believe they should provide you with proof. Just talk to them.
