I have no idea with the HR departments. I fulfilled and sent the HR office the application of employee information release. And I wrote down the files I need are:

Employer Questionnaire and Declaration
Labour Market Impact Assessments (LMIA) from ESDC or Proof of Submission
Offer of Employment

3 weeks later, these slow bitches only sent me a Nova Scotia Health Authority confirmation letter that shows my hiring and pay details. And the letter is signed by a support clerk, WTF??
I already wrote an email and complaint about this, but no response, who can tell me where and how I can get this forms? Maybe this employer is e automatically accepted by CIC without these files.

Plus, what is Proof that you Meet the Requirements of the Job Being Offered ?? Can I upload my diploma scanner file?

I felt extremely angry, I will bring someone to the hell with me as they treated my case as trash. I have nothing to lose.

You query above is really unclear - have you tried calling the HR team to clarify?

I've got to say, I hope that you approached your HR team with a better attitude then you are speaking about them here. There is absolutely no need for such derogatory comments, no matter how frustrated you are.

Obtaining an LMIA is a long and expensive process (count on 4-6 months). Did you meet with someone in HR in advance to discuss obtaining an LMIA? Were they familiar with the process and did they agree to proceed with it? IMO simply emailing or writing down for HR that you need an LMIA isn't going to get the result you want. I don't think you're approaching this the right way and I'm not surprised it hasn't worked out. Your expectations aren't realistic or reasonable.

I am sorry but the workplace is an health authority as they hire a lot of foreign workers. So, what I can do now is go back to my country and wait????

yes, but I am tired of waiting, my work permit expires on early Sep. Now I have to package everything and go.

You need to explain what it is that you need in a clearer way.

I would suggest:

Call your HR department and speak to someone
Speak to your manager and see if they can help
Make an appointment to go and meet with the HR team in person to discuss what you need and make sure that you have communicated what you need clearly

Hi, thank you for the suggestions, I was freaking out for my situation. But, I calm down now because the conclusion is more desperate. HR department told me they won't provide me LMIA as I am causal, even my working hours are close to permanent staff. Yep, my work permit expires on Sep 4,2016. Now I have to pack up everything and cancel everything and gone with wind.
