My visa got refused . Now consultant has applied for GIC and Fees Refund. Can you please tell me how many days will it take to get refund?

Depends on college working days and their functionality.
For college fees: 4 to 6 weeks
For Gic: about the same. Sometimes it can take 2 months too.

How much money gets deducted in the process for refund .. considering the admin fee and the transfer charges etc...???

For college fee, basis visa refusal, usually 100 to 250 CAD (varies from college to college, it's mentioned on your LOA). + wire transfer fee + forex charges and you need to consider the conversion rate too!
For GIC, forget the admin fee, then rest same, forex conversion, wire transfer etc.
However, if someone is planning to re-apply under General, shouldn't withdraw GIC as you can very well apply with GIC even under General. You just need to pay college fee and apply.
