My sister is in canada and she is going to marry in canada.i m indian citizen. With one time student visa refusal one year ago.now i want to attend my sister's marriage in canada.is there any change that i can get a visitor visa for canada to attend sister marriage? Thank you all in advance.

Yes - there's always a chance you will be approved (although the student visa refusal will certainly work against you). You'll need to show strong proof that you have ties to your home country and have no plans on remaining in Canada long term. Proof can be in the form of a job, property owned, school enrollment, etc.
