Need help for internship in Canada in february

Hello everybody,
I am a student from the Netherlands which hasn't found a internship/co-op for more than 2 years. Now I've finally found one in Toronto, ON.
I've collected all the documents for the MyCIC application but now I just need the IEC Conditional Acceptance Letter!
But the problem is that I can´t apply for this! I called the embassies in both Canada and the Netherlands but I couldn't get any wiser from the automated messages.
Does anyone know what to do and if it's still possible to get these things arranged within 1 month?

I don't think the Netherlands IEC program has started accepting applications for 2014 yet. See:

Once they are accepting applications, this page will be updated to show the number of available visas on the right hand side of the page and how many have already been claimed. The site is still showing the 2013 information which I believe means they haven't opened the program for 2014.

I don't know when it is scheduled to open. However I believe processing usually takes a couple of months and am not sure it's reasonable to expect that you can make the necessary arrangements in just one month.
