Need help for dubai application

My question is i have to apply my spouse application. he lives in pakistan and he recently got a job in dubai and he is planning to move there. is there any rule that he has to be in dubai for 6 months then i can file his papers. i have heard somewhere that if a person moves to a different country he has to stay in that country for about 6 months or a year then he can apply for it.
i would be really appreciate if someone could help me with it.

In order to apply through the Abu Dhabi office, he must be legally admitted to Dubai for at least a year. As long as his visa is valid for at least a year, he can apply the day after he gets there.

However, even if he selects Abu Dhabi as his office, CIC can decide to send it to Islamabad anyways.

He must have to mention dubai office then CiC will not send his file to Islamabad Pak.

Not true. CIC can and will send the file to whatever office they want. We have seen people who have applied through the VO in their country of residence but had their files sent to the VO in their country of nationality by CIC.

But its only happen when there home country VO has overloaded other wise they will not send.
Like if i am living in Korea more then an year then i can use manila Phip VO office instead of my home country VO and you have show send proof that you are living in other country instead of your home land.

No. Have a look at the guide, IMM0008, question 4 - Immigration Office requested for the processing of your application.

You can request the office in your country of residence but if CIC decides that your app would be better processed in your home country, for whatever reason, they will send it there. It's rare but it has happened to a few people on the forum.
