Need help for applying CANADIAN PR

Hello Professionals,

I would like to migrate to canada and i have below questions on mind, could you please help me to udnerstand.

before i post my questions, I would like to give little bit background about me.

Family : myself, spouse and 1 yr old daughter
Education : Both has Master's degree from USA
Occupation: both working here in USA.
Citizenship: spouse and I are from INDIA, kid from usa

I have been living here in usa since 2005 (no green card from usa).

1) am i eleigible to apply thru EE program?(it seems I am)
2)what would be the application fees and when I need to make a payment?
3)will that fees refundable?
4)I dont have any job offer from canada, without job offer can i apply for PR?
5) we are fine to attempt IELTS again if required
