Need Help. chemical engineer

Hi
I have done a 4 years degree in chemical engineering in 1999. Since then I am working in the Chemical Department of thermal power plant on full time basis. Can I apply for canadian immigration under new rules under chemical engineers category?

Does my job experience of thermal power plant will be considered for immigration. As my job profile is somewhat different than a core chemical engineer.
