To start where can i get a finger print card aside from phil consulate? Its a waste of money if illgo to vancouver just to get one, please help. I need to submit my application before my permit expires on jan 2013... Plss help

u mean a form which you can do a thumb print? if u got the form or something..i think u can go to ur nearest police station and do the thumb printing there with there, then they can attest that it is legit..
