Hi,
My wife and I live in Ottawa. She has close work permit and I have open work permit which both will expire on December 1. I've got my Ph.D. admission and we have applied for our new permits (study permit for me and open work permit for her). According to the processing time at IRCC website, it takes about 24 weeks to process the application. As both of us are changing our status, and according to " https://www.cic.gc.ca/english/helpcentre/answer.asp?qnum=188&top=17 " , we can't work at all before receiving our permits, can we? If so, what about 20 hours per week for me as a student?

No you cannot work. You can work for 20 hours only while maintaining full-time student status i.e. after starting your courses.
