Need guide to correctly withdraw and recreate EE profile for oinp

Desperately need step by step guide for withdrawal and recreation of express entry profile. I have done this several times but no oinp nomination so far. There must be something that I am doing wrong.

I am sitting on 424 points, created profile in sep/Oct of 2015, then recreated few times but never got pt from ontario for PNP. (almost) Maxed out on my ielts and education.

Background : ielts => clb9 in each, education = 2or more degrees, age 36, noc 0601, more than 15 years of experience. Spouse 7.5 ielts, education higher secondary (got hit below the belt by wes on this one, it was to be at least graduation). No ties to Canada (leave alone ontario)

Successful candidates who got pt letter of Interest by ontario, after recreating ee profile, Please help!!

It appears that OINP has paused sending invites since Mid-Feb 2016, perhaps they want to clear backlog first

Recreating EE profile helps only during the period when a steady flow of PT NOIs is observed on this forum.
Currently it will not help since OINP has not resumed sending PT NOIs.
You can recreate your profile as soon as you hear news about someone receiving PT NOI for Human Capital Priorities stream.
