Need guidance for visitor visa refusal

Hi I am Canadian citizen own business in Canada. I applied for my brother couple of times and very recently got refusal after 2 weeks only reason was

family ties in home country.

he is going to get marríed comming couple of months have attached the details also.

My brother own his own export business with good worth of property.

Need help how to justify the family ties.

amd should we reapply or go for reconsideration?

any help will be greatful

Order GCMS notes. So was family ties his only reason for refusal? May want to wait until he is married and then apply without spouse. How long was visit? You say he applied a couple of times so was this his first refusal?

No its 3rd time

first 2 time the refusal are different but now only family ties

So IRCC thinks he is desperate to come to Canada if it’s his third time applying. When he marries, wait 6-8 months and then he can try again without his spouse.
