Need Foreign worker hotline

HI there! Im about to file my CEC Application and gathering all the papers I need. But my former employer for three years refuse to give me certificate of employment eventhough I have a valid work permit. He hire me as a F&B server as what my work permit stated but he assigned in the kitchen as prep and line cook. Can someone help to know where is the foreign worker hotline or any organization that can help me to report of what my former employer doing to me. Please help ;((
