I have Canadian citizenship and my husband has permanent residency. During the 4 years we were outside Canada, we were studying some courses in the English language and other things in Canadian universities (online) and we were receiving student aid (OSAP) (without knowing that this is only for those actually residing in Canada). Now my husband received a letter asking him to provide proof of our children’s expenses, housing rent and many details. Of course, we do not have any of these papers because we have not entered Canada for 4 years (do you have a solution to this problem)?

You need to be honest with OSAP and let them know you have not been living in Canada and can't provide this evidence. Tell them you were not aware of the rules and ask for forgiveness. You may need to start paying the loan back now and it's possible there may be some penalties assessed, but hopefully not. Ultimately you just need to be honest and tell the truth.

Are you also receiving money because you have children? That is meant to supplement extra costs of being a student and parent in Ontario. It appears that OSAP may already by aware that you have not been living in Ontario which is why they are contacting you so agree be honest. Have you also notified CRA that you are living outside Canada and asked them to determine your tax residency status? If you are receiving any funds from the government while abroad there is a good chance you will need to repay those as well.
