I am currently in Canada holding a Temporary Employer specific Work permit which is valid till Aug, 2017. Can this be considered as a job offer to get the additional 50 points as per the new express entry rules?

Yes but to enter the express entry you either have to meet CEC or FSW category and claim those additional points.
