Need assistance in rejection of my sisters dependent open work permit

Hello,

Can someone help me why the dependent open work permit got rejected twice. My sisters husband is studying in Canada, Winnipeg. So my sister applied for dependent open work permit. And she applied for her kid too. But it got rejected. Below are the reasons

My sisters rejection Reason :

Thank you for your interest in working in Canada. After careful review of your work permit application and supporting documentation under the International Mobility Program, I have determined that your application does not meet the requirements of the Immigration and Refugee Protection Act (IRPA) and Immigration and Refugee Protection Regulations (IRPR). I am refusing your application on the following grounds:
• I am not satisfied that you will leave Canada at the end of your stay, as stipulated in subsection 200(1) of the IRPR, based on your personal assets and financial status.
• R205(c)(ii): Insufficient evidence that the inviter is actively pursuing full-time studies in Canada. Transcript was not provided to demonstrate previous enrollment or completion of courses.
You are welcome to reapply if you feel that you can respond to these concerns and can demonstrate that your situation meets the requirements.

For her kid rejection reason:


Thank you for your interest in visiting Canada. After careful review of your temporary resident visa application and supporting documentation, I have determined that your application does not meet the requirements of the Immigration and Refugee Protection Act (IRPA) and Immigration and Refugee Protection Regulations (IRPR). I am refusing your application on the following grounds:
• I am not satisfied that you will leave Canada at the end of your stay as a temporary resident, as stipulated in paragraph 179(b) of the IRPR, based on the purpose of your visit.
• If your intention is to study in Canada, you should apply for a study permit.
You are welcome to reapply if you feel that you can respond to these concerns and can demonstrate that your situation meets the requirements.

Immigration officer does not believe your spouse and children will leave Canada at the end of their temporary stay

There is no evidence of the inviter being enrolled in school.

Do you know what all documents we need to submit to prove this ? Can we reapply or upload the documents via CSE? Or what is the best procedure after this ?

There are also concerns about their finances. Families of international students are not guaranteed permits/visas. It says you can apply but it is 50/50 when it comes to whether you are approved or refused.

What is CSE? I heard people uploading documents to CSE? If it’s rejected.. can someone let me know how to ?
This isn’t something that can be solved by submitting a document like a missing police report and asking for reconsideration. They need to reapply. The best thing would be to order CAIPS. That way they will know exactly why they were refused and they can try to address them.
