Need Advise: Can I file SOWP for spouse while her visitor visa application is not approved yet

Hi,

I have applied for Canada GSS ICT Work Permit and still waiting the decision. I applied for Visitor visa for Spouse at that time.

I wanted to know if I can apply SOWP for the spouse in parallel while we are awaiting the decision on spouse visitor visa.
