NEED ADVICE!!

Hello,
I am trying to apply for a visitors visa for my in laws, my childrens grandma and grandpa who are currently living in
the united states. Which sounds like its not a big deal, but there is an issue.
They, unfortuantly are not american citizens. So my question is, If I do an application for them, and say they get approved,
would they be allowed back into the states or would they have to go back to Mexico, since that is where they are from?
please any advice would help.
