NEED ADVICE: When to submit CPC-Ottawa OUTLAND App

My wife is Thai and I am Canadian, we both live in the US on student visas. Both our US visas are up next August (2016). We are applying for her PR outland and are about to pop it in the mail.

I had previously thought it would take 17 months (2+15 for Ottawa, based upon wait times), but now am hearing that Ottawa apps are going much faster on average. We have indicated in our application that we want to move back in September, 2016 -- about 15 months from now. We proved this "intent to return" partially by showing how our visas are expiring and that we intend to move to Canada permanently. This is honestly when we PLAN to return and it is less than the 17 mo time that 80% of apps are processed in.

If my wife's application gets completed in say...6-8 months, could they deny her a visa because we do not "intend" to move to Canada for another 7-9 months? How would this work? Anyone have experience??

So, should we: 1) wait and apply in a few months? IF so, how far in advance is normal? 2) Change the date that we intend to move, even though its going to mean a lot of rewritten letters from family, etc....(ugh!) 3) Just send it in TODAY?

I would just send it in now. Anything less than 12 months that you intend to move back by, should be fine.

Just note though it's not up to you where the outland app gets processed. CIC may choose to process the app at CPC-Ottawa based on current residency in the US, but they also may choose to process it at Singapore office due to Thai citizenship.
If you really want CPC-Ottawa to process you should include a cover letter explaining this, though there is no guarantee what CIC will end up doing in your case. All you can do is submit and hope for the best.
