1. She should have been given the appeal details and the forms when she was refused. She has 60 days to apply to the IRB from the date of the refusal letter. See: http://www.cic.gc.ca/english/resources/manuals/op/op10-eng.pdf 16.2
2. The appeal hearing will take about a year to be scheduled. If you haven't done an appeal before, you should probably consult with a lawyer in the beginning, for if the refusal is valid in law, she would have to appeal on the basis of Humanitarian and Compassionate grounds.
