need advice on family visitor visa thanks

my wife get pregnant,she applied her mom and younger brother to visit Canada,because she wants her mom to take care of her,we are super busy for work to make living. she applied both visa for her mom and brother, today, her mom get approved but her brother get refused.the letter was explained that her brother will accompany her mom only come to Canada because her mom is 68 years old and does not speak English at all. The plan is brother will stay only one month,but mom will stay longer.

Her brother status:
No travel history
Have a gf but not married
Have a job we provided 3 months paystub

Can we re apply again.
This time,can we provide bank statement show he has around 10000 cdn dollars in his bank? it that help? he does not have assets

Below is the reason and concerns of refusal letter
1.Travel History
2.Strong Family tie in Canada and Residence Country
3.personal assets and financial status

My question is how can we provide or what documents else we can provide to improve our application again? thanks a lot

The brother should request a 2 week visit maximum given he has no travel history and few ties to his home country. Can he get a letter from his employer giving him two weeks of leave? Having a bank account with $10K will help provided it's actually his money and wasn't just transferred into his account by someone else. If it was transferred into the account by someone else - it won't help.

You certainly can re-apply for VISA with stronger documentation.
For her brother's application, following documents may help establish an application
1. Job experience - if available for 1 year and more (More the better)
2. Letter from job mentioning leave (Same date as Travel ticket)
3. Include all liquid and solid assets
4. Income tax return for last 3 year minimum
5. Invitation letter from Canada
6. Return ticket mentioning dates of travel - confirmed ticket not only reserved/hold
7. Reference letter from MLA might establish a good rapport
8. reference letter from Job

Any kind of reference letters and tie to residence country will help you strengthen his application.
You can also attach a letter describing why he is visiting.
