Need a minor clarification in terms of Inland Spousal Nomination

Can anyone confirm if my understanding is correct for inland spousal nomination:

1) My wife comes to Canada ( she has TRV)
2) We submit her Inland Spousal Application Online ( Obviously without OWP)
3) Once we receive AOR, then we submit paper based(or can we submit online?) application for OWP

Can someon confirm if my understanding is correct?
