Need a help about Hospitality Sector Pilot Project in Saskatchewan

My status:

I am a new graduate from Canadian college,who is living in Sk now and having a work permit for three years.

My question:

Am I eligible to apply this program since I noticed SINP will not accept applications from hospitality sector employees who arrive in Canada prior to their employer receiving SINP approval.
