There is no last date mentioned on NBPNP website. As long as you fulfill any of their conditions mentioned, you can submit your EOI.

My current CRS score is 384. I fall under 2173 (Software Developeprs) NOC. I have not attended NBP session. Can I still get the ITA from NBPNP? Also can I send the application to their email ID every month till it gets accepted? Please suggest

Try submitting EOI first.they have open category for IT professional.just go to their website the EOI and eligibility criteria is there including specific noc for their open category.
